In an announcement posted to the game's Steam page, SQUARE-ENIX said that "the Final Fantasy XIII team has been working hard to improve your experience on Steam and will add custom resolutions and other unspecified graphics options in a December update."
When SQUARE-ENIX released the PC version of Final Fantasy XIII in October, the game was locked at 1280 x 720 resolution, with virtually no graphics options. The PC port had a few other quirks, like more compressed cutscenes and an overzealous use of the Esc key.
It appears that SQUARE-ENIX's updates will also apply to the upcoming release of Final Fantasy XIII-2, which will hit Steam and SQUARE-ENIX's online store on December 11th 2014, promises 60 frames-per-second, customisable resolution and Japanese Voice support with subtitles.
